- Updating a national fleet owner and operator on state zero-emission vehicle regulations, including on the adoption of California Air Resources Board regulations, such as Advanced Clean Trucks and Advanced Clean Fleets.
- Advising an international transportation and logistics company on environmental matters arising throughout the country, including compliance and enforcement matters.
- Advised a manufacturing company on issues surrounding the closure of a wastewater treatment plant, including on National Pollutant Discharge Elimination System permit modification and termination requirements, and provided strategic advice related to state regulatory action and potential third-party challenges.
- Advising on state and federal financial responsibility requirements for underground and aboveground petroleum storage tanks.
- Advised on regulatory compliance, permitting, disclosures, and strategy for proposed sale of $200 million business division with locations in Ohio and New York.
- Conducted buyer-side environmental due diligence for Veritas, a leader in secure multi-cloud data management, in the sale of its data protection business to Cohesity, a leader in AI-powered data security and management. The transaction values the combined company at approximately $7 billion.
- Environmental counsel for Hobbs & Associates, a provider of HVAC products and services for commercial and industrial buildings, and investment partner Madison Dearborn Partners, in the acquisition of several HVAC companies.
- Environmental counsel for US Foods, a leading national foodservice distributor, in its acquisition of Saladino’s Foodservice, an independently owned broadline distributor based in central California.
- Represented a national coalition of banks in filing applications seeking over $11 billion in grants from the U.S. EPA’s Greenhouse Gas Reduction Fund.

Samantha previously served as a law clerk for the Hon. David E. Johnson of the Chesterfield County Circuit Court and worked as a legal extern for the Office of the Attorney General of Virginia, Environmental Section.
Samantha earned her J.D., magna cum laude, from the University of Richmond School of Law, where she served as a member of the Virginia Bar Association Law School Council Executive Board and a member on the Public Interest Law Review. She also worked as a legal intern at the Chesapeake Bay Foundation.
