Hillary Sanborn advises clients on a broad array of matters involving the Clean Air Act (CAA), Clean Water Act (CWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), and state and local environmental laws. She handles numerous vehicle and product emissions and safety investigations involving the Environmental Protection Agency (EPA), the California Air Resources Board (CARB), the Department of Transportation, and the Pipeline and Hazardous Materials Safety Administration (PHMSA).
Hillary has experience tracking and analyzing developments in state and local climate change and ESG laws, including California ESG reporting legislation, emissions standards, and environmental justice initiatives to address compliance issues for numerous clients. She represented automotive, retail, and construction industry clients in emissions investigations before the U.S. EPA and CARB. She regularly counsels clients on environmental disclosures, indemnities, and other provisions for multimillion and multibillion corporate mergers, acquisitions, and sales.
Hillary earned her J.D., magna cum laude, Order of the Coif, from the Georgetown University Law Center, where she served as the executive editor for the American Criminal Law Review. She also participated in the Georgetown Law Appellate Law Clinic. She earned her B.A., cum laude, in American studies and government from Georgetown University.
